The Ohio Parole Board has unanimously recommended against clemency for the Akron man on death row for a 1997 brutal murder.
The board also advised against commuting the sentence.
The eight member board based their decision on the brutal murder of 46-year old Winda Snipes, and evidence placing him at the scene of the crime among other things.
Shipes was tied up, beaten and sexually assaulted. Her throat was slit, her hands cut off and she was stabbed 138 times.
The recommendation now goes to Governor Kasich.
Hartman is scheduled to be executed next month.
