No Charter Change Needed

A proposed consolidation of the Akron and Summit County Health Departments shouldn't affect the city's operating statutes.

Akron City Law Director Cheri Cunningham says if the Akron and Summit County Health Departments do pool their resources and services in the future it wouldn't require a charter change. Cunningham says the consolidation doesn't amount to a merger, so there wouldn't have to be a change in city laws. 

Akron City Council is also expected to scrutinize any future agreements to make sure they don't require changes in the city's operating laws.

Several public forums are being held across the city this month to monitor reaction to the planned health department consolidation.

Akron and Summit County councils are studying the health department plans and must give their approval before the two departments can combine services.

Is the definition of the terms "consolidation" or "merger" included in the Akron City Charter? I don't believe so.

It looks like Cheri is going to be Akron's version of Bill Clinton... 'It depends on what your definition of IS is".'

If someone would just offer me the price that Donofrio's office has my house assessed for, I would be out of this crazy city so fast it would make your head spin.

Why bother to 'monitor reaction' from the general public?

According to the "Consolidation Feasibility Study" dated March 10, 2010 and posted on the Health Department's website is this nugget of information:

...terms of separation from the City of Akron would be settled prior to the transition of personnel have been documented a Memorandum of Understanding (MOU) signed on March 10, 2010 by the Mayor of Akron and the Health Commissioner of the Summit County Combined General Health District representing the Summit County Board of Health.

I wonder how Ms. Cunningham explains that the Mayor has entered into a MOU concerning 'terms of separation' for the Health Department while she claims that the consolidation isn't a merger?


She may be right.

This isn't a merger.

Instead, Mayor Don is getting ready to have City Council to completely give up citizen's Akron Health Department without a shot being fired or a voter being offered the chance to weigh in on the matter

The is no list of any such events on the Akron Health Department's website and the 2010 City of Akron press release from Mark Williamson and Wendy Feinn who is a consultant for The Center For Community Solutions, based in Cleveland only lists 2 such events... on FEBRUARY 16 and FEBRUARY 24.

Under a black cloud of investigations by the State of Ohio for things which make it easy to believe that things such as fraud, malfeasance, misconduct, falsification, corruption, influence peddling, intimidation, etc. may have been going on and under a threat by the State of Ohio to shut it down or take control, Mayor Don works out a sweetheart deal with the County Executive to merge that office into the Summit County's building department.

That's just life as usual here in Plusquelli-land.

It is sad that Mayor Plusquellic's short lived era of 'openness' and 'transparency' ended the day after the Recall vote.

A true LEADER and PUBLIC SERVANT would have posted the "Memorandum of Understanding" he signed last week on the City's website for all citizens to review.

At least I'll give ANN credit for covering this story.

Perhaps if the ABJ or other media outlets serving the area would do so, a few more people might be concerned about what our Mayor is trying to give away without a vote of the citizens.
