ECONOMY SERIES: AUDIO Applying For Food Stamps

There are three avenues to choose from when applying for the Food Stamp program; in-person at the county department of Job and Family Services, online or at an Ohio Benefit Bank site.

"The Benefit Bank actually has volunteers who will assist people in determining whether they might be eligible," explained Beth Kowalczyk, director for the Ohio Office of Family Stability.

Volunteers help people fill out an application and then send it electronically to the applicant's county departmet of job and family services.

"There's no waiting period, it's truly based on your income," she said.

Eligiblity is based on income and the income expected for several months thereafter. Expenses for the applicant's household and family size is also factored in. If a household has little or no income, they may be eligable to receive benefits immediately. Usually applications are approved or denied within 30 days of applying.

 
The aid comes in the form of a debit card; the Ohio Direction Card. Through the Electronic Benefits Transfer (EBT), a deposit is made each month into a recipients' account.
 
 
"It looks like a regular credit card and you swipe it through the machine just like anybody does with their credit cards or bank cards," Kowalczyk explained, "you can't buy paper products or other household items, it's strictly limited to food."
 
 
For those who may have been recently laid off or lost their job, Kowalczyk advises not to wait in applying for the program.

"I wouldn't wait to see if you're eligible, I would go down to or call the county department of Job and Family Services to get an application to submit it right away to find out if you're eligible," she said.

Benefits are reviewed every six to 12 months as there are often changes in income.
